I recently had my auto repo’d and inside were my passport and some other important paperwork. Can a finance company hold these items? I have tried to contact them and they are unwilling to give me any info as if they are holding them ransom.

   no they have to give them back, contact the police with the list of items.

   No, they cannot hold them, and those are some damned important documents!! What would they do with all your info? Call the cops about it, and if nothing else, get a lawyer pronto!
